As we approach the end of Term 3, I want to acknowledge what has been an incredibly full term for principals and assistant principals across Victoria. Alongside the everyday work of leading complex school communities, you have continued to navigate industrial matters, workforce pressures, planning for 2027, and the many challenges that arrive at your door each day. Thank you for the professionalism, care, and steadiness you continue to bring to your leadership.
A highlight for us was undoubtedly our VASSP Conference last month. It was wonderful to bring more than 260 school leaders together under the theme Stronger Together: Leading with Impact, while also celebrating 70 years of VASSP. The conference was a wonderful reminder that the strength of VASSP has always been its people and the value of coming together as a profession.
The industrial landscape has continued to evolve throughout the term. Following a long and, at times, challenging process, the proposed new Agreement has now progressed to the all-staff voting stage and, if successful, will move through the remaining approval processes. VASSP will continue to keep members informed while turning our attention to supporting principals with implementation. We know aspects of the proposed Agreement, particularly the reduction to 40 hours of meeting time each year, will require significant planning and adjustment. We have already developed practical resources and sample meeting structures and will continue to provide professional learning and opportunities for members to work through the changes together.
Jonelle White from the Principal Support Unit has been extremely generous with her time in attending many of our Regional Meetings, both in person and online. Jonelle’s insight, openness, and practical support have been greatly appreciated, particularly her commitment to helping principals navigate challenges and making the work of school leadership a little easier. We value her willingness to listen, provide honest advice, and work alongside VASSP and our members.
A significant focus of my work this term has been representing the experiences and concerns of principals and assistant principals on the in-principle Agreement and its implementation, Disability Inclusion, workload and principal selection processes, VET reform, Artificial Intelligence, and a range of emerging policy changes. I have also continued regular engagement with senior Department leaders, VCAA, and VIT, as well as contributing to working groups and consultations across workforce initiatives.
Importantly, this advocacy is informed directly by what I hear from you through Regional Meetings, State Committee, and individual member contact. Thank you to our Regional Chairs and representatives, and to every member who has shared an experience, raised a concern, or suggested a possible solution. These conversations ensure VASSP’s advocacy remains grounded in the realities of leading schools and reflects the diversity of our communities across Victoria.
As we head towards Term 4, many of you are already deep into workforce planning, budgets, timetabling, transition, and preparations for 2027. We are also very aware of the additional challenges the timing of a potential new VGSA presents for this work. VASSP will continue to support you through our Field Officers, Regional groups, professional learning, advocacy, and direct support.
Thank you to everyone who nominated for a leadership role within your VASSP Regional group, and congratulations to those appointed as 2027 Regional Chairs and State Committee representatives. These roles are vital to the strength of our Association and to ensuring member voices from across Victoria are represented in our work. I look forward to working alongside you in 2027, and thank you for your willingness to contribute your time, experience, and leadership to VASSP.
Finally, thank you for everything you have contributed this term, not only to your own schools, but to Victorian public education more broadly. I hope the upcoming break provides a genuine opportunity to step away, recharge, and spend time with the people who matter to you.
I look forward to connecting with you again in Term 4 at our Annual General Meeting and Leadership Seminar, Friday 13 November, or at our final Regional Meetings for the year.

ASPA Update
NAPLAN is a Low Bar

The 2026 NAPLAN national results were released on 5 August (ACARA, 2026). I do not intend to add to the annual commentary about where the scale points moved. Movements of a few points across a national cohort tell an individual school or student very little, and the yearly cycle of that commentary has not substantially advanced equity and/or excellence in two decades.
One finding has been stable across the whole life of the program. Where a child lives and what their family earns still predicts their result. National testing has diagnosed that pattern repeatedly. The question worth asking is which policy drivers are most likely to finally address that reality, and whether the settings we currently prioritise are among them?

NAPLAN assesses two domains at four year levels on a few mornings in March. It carries no measure of the sciences, the arts, technologies, humanities and social sciences, languages, health and physical education, or vocational learning. There is no consideration of the higher order critical, creative and adaptive competencies the OECD and industry tells us will be critical in decades to come. It carries no measure of engagement, retention, wellbeing, senior secondary completion or transition beyond school. Those are also the outcomes that determine what a young person can do next.

When better work doesn't always mean better learning
Generative AI can help students produce better work. But does that always mean they are learning more?
That question sits at the heart of The Science of Learning and Generative AI, a new practical guide for secondary teachers from La Trobe University. Rather than focusing simply on whether schools should allow or restrict AI, the guide asks a more useful question: when does GenAI support the thinking learning requires, and when does it quietly replace it?
Emerging research makes this distinction increasingly important. In one large study of high-school mathematics students, access to a standard AI tutor improved performance during supported practice, yet students performed worse once the AI was removed. Importantly, when the tool was designed to provide hints rather than answers, that negative effect disappeared.
The message is not that AI is inherently good or bad for learning. It is that task design, teacher judgement and the cognitive work we still need students to do for themselves matter enormously.
“The deeper challenge is not simply that students might use it to cheat. It is that, because GenAI produces fluent, confident answers instantly, it can remove the conditions under which metacognitive awareness develops. That awareness is built in moments of difficulty – when a student hits confusion and has to choose whether to push through, look something up, ask for help, or step back and rethink. Those are moments where self-regulation is practised and built. Hand over an instant answer and the student is spared the struggle, and the metacognitive opportunity inside it is lost.”
For school leaders, this moves the conversation beyond AI policies and acceptable use. The challenge is to build a shared understanding of when AI can scaffold and extend learning, and when students still need to retrieve, reason, explain and construct for themselves.
We are pleased to welcome Professor Miriam Tanti, co-author of the guide, to our VASSP AGM and Leadership Seminar on 13 November, where she will explore what the science of learning can tell us about using GenAI well in secondary schools.

Applications open for the 2027 Victorian Young Leaders First Nations program
Applications open for the 2027 Victorian Young Leaders First Nations program
Applications are now open for the Department of Education’s 2027 Victorian Young Leaders First Nations (VYLFN) program. The program is designed for First Nations students enrolled in a Victorian government school who will be completing Years 9 or 10 in 2027. It focuses on leadership, self-determination, culture and connection.
The program includes the following immersion experiences:
A 5-day cultural camp and filmmaking workshop in Phillip Island
A 7-day overseas learning experience in Aotearoa (New Zealand).
Through immersion experiences, as well as online and in-person activities, participants will develop intercultural understanding and filmmaking skills, while fostering peer-to-peer learning and connections across cultures.
Teachers are also encouraged to apply to supervise the safety and wellbeing of the students during the two immersion experiences. First Nations teachers will be prioritised.
How to get involved
We encourage you to share information about the VYLFN program with eligible First Nations students and teachers.
Prospective applicants, their families and school staff are invited to attend one of the following information sessions:
15 September 2026: Teachers and principals 3 pm – 4 pm
17 September 2026: Students and parents/carers 5 pm – 6 pm
8 October 2026: Students and parents/carers (repeat session) 4 pm – 5 pm

PISA 2025 Results
The newly released PISA 2025 results show Australian students continue to perform above the OECD average in science, reading and mathematics. Australia’s international standing also remains comparatively strong, ranking 10th in science and reading and 16th in mathematics.
Australian students performed particularly strongly in the new Learning in the Digital World domain, scoring 532 compared with the OECD average of 500.
While the results are encouraging, longer-term declines in reading and mathematics remain an important area of focus.

Subsidised Postgraduate Courses - Autism Teaching Institute
The Autism Teaching Institute delivers Graduate Certificate and Graduate Diploma courses for experienced teachers and school leaders currently teaching autistic students. Applications for for the 2027 intake are now open, closing on Friday, 18 September.
Programs are backed by the Department of Education and supported by funding grants covering all tuition as well as the expense of CRT backfill for students when on placements.
The programs consist of lecture/workshop components delivered on Saturdays, five days of classroom observation and supervised practicum, over a year. Further information is available on the ATI website here.

You can complete this 2-day program as stand-alone professional learning, or you can progress to one of the following content specialisations and continue your pathway to facilitate for the Academy:

- Inspire: Facilitator Program.
